Human Welfare and Equality

Jeremy Bentham(1748-1832) said that, whether a behavior is good or bad, it depends on the happiness or pain that it causes and the amount of people involved. I am confused by his claim and have several questions. First, how to measure the amount of happiness? Second, suppose it can me measured, if something is done and that behavior causes happiness enjoyed by a person is greater than the sum happiness enjoyed by two persons, is that a good behavior?
